Question 23. Is planning and evaluation a cyclical or a linear process? Explain your answer using one of the evaluation frameworks to do so.

Answer: Planning and evaluation is a cyclic process, which is informed by the planners and evaluators in different phases. The initial phase of the cycle is the planning phase which explains the programmes, technologies or actions which can be selected for successful implementation. On the basis of the organization involved or the problem focused, it is divided into various stages :

• Formulation :of the problem
• Conceptualization: varieties of alternatives to be considered.
• Evaluation:selection of the best alternative.
• Implementation: of the selected alternative.

Eventhough, it occurs in the planning phase, it requires lots of evaluation.
