Spinal chord is most important part of nervous system and controlled all senses of body. Generally this surgery is performed to treat vertebrae fracture or its dislocation result in spondylosis. Spinal cord is made up of stem cell which is not produced once it get damage hence you should be extra carefull.

Here in your case titanium rod is not there , so better to close because there might be chances of bacterial infection to patient if cord is opened for long time and may cause death of patient also.

Second thing it is very unethical that such rod is not there, we have to take extra care while performing surgery because we are dealing with the life of patient.
