They are cateogorized based on their solubility. Fat soluble vitamins are soluble in lipids only, where as water soluble vitamins are soluble in water and cannot be soluble in lipids.
Water soluble vitamins cannot be stored in the body,whereas fat soluble vitamins can be stored in body tissues for further use.
