Cost, lack of capital resources to invest in EHR, financial challenges, cost of purchasing system, the initial cost of HIT and lack of financial resources

Lack of adequate IT staff, lack of technical support, lack of technical support, and adequacy of tech support were merged into technical support.

Concerns about illegal record tampering & hacking and safety concerns were merged with privacy concerns.
