They include providing public education, conducting case and contact management, closing schools, limiting public gatherings, issuing travel restrictions and screening travelers. Public health measures includes avoid smoking as well as less consumption of alcohol. But these things limit the freedom of some people as they are chain smoker or regular addicted to alcohol and they won't be able to do these things.

Not only smoking but also measures taken to visit many places where a series of infected disease is spread, it restrict the travelers to go there.
