The committee chair should have done early in the committee's life to ensure that its members were in agreement about its work plan the following things;

Communicating effectively the plan to each member of the committee.

Having a provision of feedback from all the members of the committee

Having an ideal size for the committee. For example, if we need a prompt outcome, keeping the size of the committee small is advisable as smaller committees take less time to organize, communicate effectively, and hence act more quickly.

When participation of a large variety of members can be beneficial creating a large committee is recommended. Leading efficiently is the last but not the least characteristic required.
