Individual level of practice, systems level of practice and community levels of practice were used in Intervention wheel.

My choice is for Individual level of practice. As one or more individual join to become a family and number of families combine to form a community in which they form a policies, laws and organisations accordingly.

Teaching effective plans and strategies to the adults can make a change of behaviour, ideas, values in that group and resulting in change in their families. Taking a change to the individual level makes the intervention wheel a successful one.
