A vaccine is a biological product which is expected to provide active immunity aganist a particular disease.It can be given prophylactically(before acquiring a disease) or as a treatment(after getting the disease).

In the case of HCV, yes. Even though researchers have come up with a prophylactic vaccine for HCV 20years back, it didn't prove to be effective as expected. So further research is going on at a faster speed.Hence we can expect it to be available with in a decade. And a treatment vaccine is still a dream long away.

About HIV prophylactic vaccine, research is still going on and it will take more time.May be another 15- 20years to develope one with expected efficacy(power to cure).
