How can we as a society reduce or eliminate the incidence of underinsurance?

Lack of knowledge is one of the reason for most underinsured which can be easu=ily eliminated if the society comes forward to help by letting them know their rights. It was also found that one third of the world's children (below 15) were underinsured. They face problems getting the required health care. The quality and access of health care which they get are almost similar to that of the uninsured children. Society should form organisations to help those children and get them all necessary health care which they deserve as a citizen.

Each person that is fully insured should be taking the responsibilty/hold of atleast making 2 people insured from his society.
