The Clinton health reform failed as he appointed Hilary to launch the program and her launching generated a controversy. Many noted that the

coming together around the plan developed by Hillary Clinton and White House staffers, Democrats instead of offering a number of alternative proposals. Senate Majority Leader George Mitchell (D-Maine) declared the last of such plans dead -- and along with it, the Clintons' reform efforts came to an end.

However, the Obama health reform succeeded as there was no such controversy in launching it and is aimed at reducing the cost of healthcare by focussing on prevention. Further, this reform provided insurance coverage to countless uninsured population who were poor and deserving.
