Health insurance portability and Accountability Act(HIPAA) states that who can view patient medical records within a few exceptions. the patient medical record is a property of the pateitn.patient has ownership of that. Physicians who create medical records gather information occurred by the patient. patient allowed to have a copy of a medical copy, not an original one. Health care facility keeps the patient original record under safeguard without loss, alteration, and unauthorized use. it is a legal document. only patients can view, review their own medical records and billing as per HIPAA privacy.
