How can conflicts in the workplace between Human Resources and employees caused by the legalization of marijuana use be resolved?

Marijuana is the most common drug of abuse in the United States, particularly among the teens. Most of the people argue that marijuana use is not dangerous because it is legalized in some states. Though the United States Government has identified marijuana as a dangerous drug, its use is legalized due to its medicinal properties. On the other hand, if the employees consume marijuana in excessive quantities, their working ability decreases, which also put the employers at the risk of legal liabilities and reduced production. So, to clear the conflicts in the workplace, the availability of marijuana must be restricted and the blood levels of suspects should be monitored. Having excessive levels of marijuana in the blood samples (beyond the limit) or consuming the excessive quantities of marijuana must not be allowed.
