A provision in the Affordable Care Act (ACA) called for expansion of Medicaid eligibility in order to cover more low-income Americans. Under the expansion, Medicaid eligibility would be extended to adults up to age 64 with incomes up to 138 percent of the federal poverty level.  

The monthly premium for Medicaid in new york is 875$ per month for applicant.

You should recommend Medicaid Advantage plan to people-

18 years or older

Have a chronic illness or disability, based on an assessment, making them clinically eligible for the plan.

If the services like personal care services at home, adult day nursing etc are needed within at least 120 consecutive days from the date of join of plan.
