The European Union make its rules by 'Ordinary Legislative Procedure’ in which the directly elected European Parliament approves the EU legislation along with the Council (the governments of the 28 EU countries). It is ensured by the Commission that the legislative proposals corresponding to the needs of those most concerned and avoid unnecessary red tapes. For this, interested parties such as non-governmental organizations, local authorities and representatives of industry and civil society are consulted.
