Yearly stakeholder meetings/conferences prior to making policy and regulation changes I believe can assist in preventing noncompliance issues as though such meetings we can clearly state and draft the terms of a contract by the help of brainstorming of the stakeholders. Once policies that are agreed by the majority of the stakeholders are implemented the noncompliance rate will go down and since there will be a clear-cut repercussion in case of a failure or refusal to comply, it will serve as a deterrent for all in the organization and people will stick to the agreed policies more.
