Underactive parathyroid gland or hyposecretion of parathyroid gland will cause hypocalcemia and hyperphosphatemia. Underactive parathyroid gland will never decrease the phosphorus level.

Normally parathyroid gland will maintain blood calcium level. Hypothyroidism will decrease the calcium level.
