HIPAA stands for Health Insurance Portability and Accountability Act. It is an US Federal Statue. It was enacted by the 104th US National Congress. Bill Clinton signed this on 21st August, 1996.

Purpose:--i) Modernise the flow of healthcare information.

ii) to address the limitations present in the health care insurance coverage.

iii) to protect health care insurance industries from fraud and theft.

iv) stipulate the process via which healthcare maintains personally identifiable information.

It's importance:-This is clearly mentioned in the purpose itself. It is required for the better control of all the essential services in healthcare so that it can be prevented from any misuse or threat.
