The most important one of these barriers/challenges is the requirement that fund seeking organization should have resources matching the funding agency/organization's investment. Literacy and numeracy issues come next as a challenge to fund seekers. Geographic boundaries, ethnicity, etc are also challenges/barriers to fund seekers.
