i agree with the fact that planning is not a useless exercise as it involves systematic and comprehensive process.

• it needs to have a purpose of starting a health care organization.swot analysis could be used to know the strength, weakness, opportunities and threats involved in the setting of an organization.
• setting objectives is another important characteristics of a good planning which involves short term and long term objectives for the health care organization in terms of budjet and fiscal planning, cost effectiveness, feasibility, supplies and the location of the hospital.
• internal and external premises has to be set while planning in terms of existing plans and policies.
• more than one alternative course of action has to be set for each objectives set before so as to have multiple alternatives to decide on.
• examination of each alternative is a must to take a final decision.
• supportive plan has to be formulated along with the plan of action.
