-inadequate capacity to carry out the essential public health functions of assessment, policy development, and assurance of services

-lack of effective leadership for Public Health

-problems with impeding the ability of those charged with public health responsibilities to carry out the essential functions of assessment, policy development and leadership, and assurance of access to the benefits of public health

-problems that limit unduly the financial resources available to public health.

-poor public image of public health, inhibiting necessary support

-unfair distribution of services and the benefits of public health

Response to population changes. As life expectancy increases, and the burden of chronic, non-communicable diseases rises globally, there is a twofold challenge for policy and action.
