At the and he beats Patricia so bad and breaaks her arm.Her mother took Patricia to the emergency unit.

Cyber crime is a crime committed using computer networks. This criminal activity either uses or targets a computer , network or a device that uses the networks. The person who committs Cyber crime is a hacker or a Cyber criminal , who do this to make money illegally. Individuals as well as organisations may committ the Cyber crime.
International perspectives: No cyber boarders between the countries, so the Cyber crime may be international or transnational . There were no definite laws that deal effectively with the Cyber crime untill recent years both in developed or underdeveloped countries. But recently there were more development in the legislation against Cybercrime to enforce security and safety in the Cyber world. China - United States Co- operation made a protocols for Cyber security as these are the two countries, were more Cyber crimes are reporting. European union also has established a broad Consumer data - oriented security law against Cyber crime.
Canada : Established a Center for monitoring the cyber crimes, Canadian Cyber Incident Response Center ( CCIRC). Canada passed an Act, Personal information protection and electronic documets act ( PIPEDA) as a legislation against Cyber crims. People can call Canadian Anti-fraud Center ( CAFC) to report cyber crime.

United States has become the Leader in the global arena of Cyber security and in data protection . Federal and in state level many programmes got launched to protect the privacy of Cyber data and many Acts are passed in order to protect the consumers of network and social media.

1. Type of Abuse and negligence:
Patricia's step father has committed the Child abuse and negligence. Child Abuse is physical , sexual, emotional mistreatment of a child that causes long- term or permanent damage in child.
He committed physical and emotional abuse and also he committed the negligence: Physical , emotional and educational negligence to Patricia.
Physical neglect: She is an eight year child and her step father not allowed her to stay at home and she slept in the basement . He didn't take care of care physical needs like a good shelter, food etc.
Educational neglect: He didn't want Patricia to go to school, instead he wants her to go for work. It is an Educational neglect.
Emotional neglect: He mistreated the small child by beating her repeatedly. He didn't give an emotional security to the child. It is an emotional negligence.
2. Patricia's mother can approach Healthcare professionals with her daughter. She has to tell the case of abuse and has to take the necessary steps to prevent further child abuse.

3. Step to clarify the abuse case:
It is the responsibility of Healthcare professional, either Doctor or the nurse to identify the victim of abuse, especially children. Many patients, who are the victims of Domestic violence, sexual abuse, intimate partner violence, human trafficking may not reveal the truth due to their situation. Doctors or nurnurses have to identify them and take necessary steps to clarify the abuse.
Steps:
* Use open questions to ask mother about the child's condition , If mother is not able to give a proper response, suspect for child abuse
* Ask about child's education and schooling
* Ask the child about the incident of Fracture of arm
* Encourage the child to open up about her abuser
* Assure the child that the incident wad not her fault .
* Assure the mother and child to open up , so that they will be protected from further abuse.
* Identify the signs of physical abuse :
- Check for any unexplained bruises, ecchymosis and scars on child's body
- Check the child's nutritional status
Through prompt history collection and physical examination , Doctors or nurses can understand and differentiate the case of Child abuse.
Once a case of Abuse is revealed, then the healthcare professionals have to report it to the child helpline numbers. In case of a danger to child's life, immediately report to the Police or Law and order.
