The example given in the question that is education is actually the most important issue in the global health.

It is the most important one because people when get infected or get some disease they tend ignore it in the first place if they are not severe but they don't understand how these symptoms can lead to a severe disease just because of the lack of knowledge and education. So, many lives can be saved if the people will have knowledge or will be educated regarding to health.

This can be solved by doing campaigns but not the generic one because people.find that boring and don't attend. You can give souvenir to people if they attend the campaign or lecture about different symptoms and what they can lead to.

Advertisements should be shown on television during people's favorite show and nobody would miss it.
