To can evaluate the governers plan satisfactory he should fisrt specify the area of the health care industry,then only he can specifically evaluate the area effectively like a community health area or the disease condition. othser wise we consider the whole state $300 billion in health budjet it is difficult to assess ot evaluate the effectiveness of his contribution.the addition of $3million + $300 million will improve the health care delivery system more effectively,it will improve the performance of the state health delivery system,especially it will improve the health care of the poor peoples,because now a days the cost of the health care is very high inorder to provide the health needs it will help some extent.
