1. The first strategy is that they must be involved in eachj step of evaluation. Services that are delivered in a culturally safe environment lead to empowerment and self determination for these people. Therefore, the first evaluation strategy that can be used is a cultural safety strategy. This includes first agrr\eeing on the measurable outcomes,and then evaluating the outcomes.Finally,they can be revised accordingly.Another important startegy that is needed to use effective strategies to maintain realtionships and resolve misunderstanding.For this we have to develop a good communication system which helps to clear all the misunderstandings.

2. The people whom would be involved are;federal and state government agencies and church missions.
