Moral claims revelas persons character either good or bad,and it also states right and wrong way of act.Moral claim are normative ,it makes value judgements.A descriptive claim states that such and such is  the case.Descriptive claim do not make value judgement.

Moral arguments is an argument in which the final statement in conclusion is moral statement.It states an action is wright or wrong ,or the persons motive is good or bad.In this we cannot make a conclusion without a moral basis.
