All unconscious patients are not expected to do head injury test because head injury is not only the reason for unconsciousness. There are many other reasons to become unconscious.

Unconsciousness occurs due to over consumption of alcohol may not need head injury test. Alcoholade some effects in the head and causes unconscious. Over use of some drugs may cause the unconsciousness. Then some major illnesses such as very low body temperature, lowering in blood pressure and blood glucose levels may also leads to unconsciousness. Some times dehydration also made unconsciousness. So there is no need for testing head injury in all unconscious patients.
