HITECH is Health information technology economic clinical health act is a economic stimulas package was signed into law  as apart of the american recovery and reinvestment act (ARRR)in 2009 ,launched by obama administration.

prior to HITECH ACT, HIPAA was launched in order to protect health information of patient. But it had some problems to protect personal health information.

State attorney general is responsible to take action against a health care provider for a breach of privacy on behalf of victims. state attorney general  has rights to leverage fines and seek attorney fees.in HITECH ACT, remaining people will not be allowed to take an action against health care provider
