Newborn babies are somewhat poor in hearing.They can hear well but they are not perfect in this.The main reason for this thing is that there is ample amount of fluid filled in the middle ear of a newborn baby which makes hearing a little bit poor.New born babies give a very good response towards high pitched sounds.However newborns respond to the voice of their mother very well and they have a great ability to differentiate that voice from others.

So the answer to this question is true.
