FEMA: NATIONAL RESPONSE System AND THE CMIST APPROACH TO DISABILITIES IN A Crisis The Federal Emergency Management Agency ( FEMA) introduced a Functional Needs Approach for Disabled People in Disasters in the 2008 National Response Framework (NRF) and Detailed Preparedness Guide . This has resulted, rather than mentioning particular categories of disabilities, in the Communications, Medical Treatment, Independence, Monitoring and Transportation or CMIST response to disabilities in a disaster. CMIST This recent approach relates to people's functional needs and categorises the criteria required to work into five : communication, medical health, functional independence, oversight, and transportation.
C-MIST is defined as "Populations whose members may have additional needs in functional areas, including but not limited to: maintaining independence, communication , transportation, supervision and medical care, before, during and after an incident. Individuals in need of additional assistance can include persons with disabilities; persons living in institutionalised settings; seniors; children; persons from different cultures; persons with minimal English or non-English speaking skills; or persons with disabilities in transportation.
