The softened wheel impact the grip of tyres in watery condition because the soft tire will have more interaction between the rubber and road surface due to which the tire will generate more heat in wet condition, as the tyre heats it will start sticks to the road surafce and increase the friction between the tyre and the road.

Due to which it has more grip on the track and car moves without slipping in watery condition

As we know that the softer tyres are made of sulphur cross polymer link and long rubber molecule which have the vacuum sticking capacity to the road.
