For forces, consider only the hydrostatic forces on the in and out flows; ignore friction and other external forces. You should be able to get a quadratic equation in h2/h1, with the square of the Froude number V12/gh1 as a parameter. Solve for the roots, and identify which roots are real and positive and under what conditions. Is h2/h1 = 1 a solution? Why or why not?
