The phase of water will be solid phase. As we know that the saturation temperature of water at atmospheric pressure is 100°C. And from the property table at 0.01 Mpa, the saturation temperature is 45.81°C. Thus the boiling point gets decreased. And hence the freezing point (I.e. 0°C at atmospheric pressure) will be increased. That means at 0.01 Mpa, freezing point will be above 0°. Thus we can conclude from above theory that at -23°C and 0.01 Mpa, water will be present is solid phase.
