No, it is not true because all these three terms like morals and values and ethics are not common and they have different meanings.

Values are the foundation of the ability of a person to judge between right and wrong and they are generated out of deep rooted system of beliefs. They have an intrinsic worth but they are not universally accepted.

Moral are actual system of beliefs that are generating out of core value of a person and they are highly specific in nature.

Ethics are the vehicle to our morals. Ethics are the morals in action and they will be enacting the system we have developed in the moral code so so they are deciding upon how somebody will behave whether ethically or unethically.

Hence all these three terms are not synonymous and they have different meanings.
