Number of Quarterly Payments = 9 and Equivalent Annual Rate = EAR = [1+(0.06/4)]^(4) - 1 = 0.06136 or 6.136 %

Value of Quarterly Payments on 28 May 2020 = 15000 + 15000 x (1/0.015) x [1-{1/(1.015)^(8)}] = $ 127288.876

Equivalent value of Water Rights on 28 May 2019 = PV of Quarterly Payments on 28 May 2019 = 127288.876 / (1+EAR) = 127288.876 / (1.06136) = $ 119929.572
