According to the principle of subsidiarity, Tenn-Tom should have been a local project. Followings are the reasons behind it:

• Principle of subsidiarity suggests that political decisions should be taken at local level rather than central authority. So that improvement can be possible at domestic level.
• As per the principle Tenn-Tom should have local project. The principle is based upon the dignity of the human individual, and holds that all other forms of society. Subsidiarity assumes that these human persons are by their nature social beings, and emphasizes the importance of small and intermediate-sized communities.
• The Tenn-Tom water way project was not famous due to cost benefit analysis at centralized level. Hence principle of subsidiarity coming into place for carrying out this project at local level first inorder to reduce the high cost of operation.
