Debt/Equity = 0.85
Debt = 0.85 Equity
So, if equity =1, debt =0.85 and total = 1.85
Weight of equity = 1/1.85
Weight of debt = 0.85/1.85

Cost of debt = Coupon rate *(1+ flotation cost) = 7*(1+0.04) = 7.28%
