The acquisition value is called welcome stranger system because of the differences in value of land between existing and new owners. Since the valuation of land is done when the there is transfer of ownership . Hence the valuation of land increase when new customers(or strangers) buy the land. This is the reason when land is frequently sold has higher valuation than a land which has stayed with the owner for a long time.
