No, the government should not be run like a business. Government's interest should lie for the benefits of society. The primary purpose of the business is to make profits. But, the government cannot be run with the primary objective of making profits. The government's motive should be to promote the well being of the society and economy. While at the same time working towards building infrastructure and providing basic infrastructure to common people. If this were business, these would be considered a burden, but for the government, it is a responsibility. It costs to train the military, to provide free education, free health services, but again it is the duty of the government to look after the needs of the people.

So, the government should not be run like a business.
