Business would want to ignore a project risk when the project is highly lucrative and it is having a very high rate of return so the business is trying to take a very limited option of getting exposed to the project.

the business will also be want to ignore project risk, if it has to anyway undertake the project in order to survive

So, when there is a survival crisis of the business the business will not be looking much for the risk assessment and it will be trying to undertake any project.
