IMF gets its funds from member countries at favourable rates as per their quota.
However additional funding is received through NAB( New Arrangement to Borrow) in which member countries provide additional funds . It also gets additional funding by entering into bilateral agreement with certain member countries.

World Bank raises capital by selling its bonds in the bond market.It also gets contributions from member countries to loan out funds for poorer countries.
