Institutions are formed for a purpose and it is permanent in nature and it continues even when a person leave from the institution.It have a social structure and a behavioural pattern which id generally acceptable. Institutions are formed mainly for education public service etc.

Whereas agency may be a government related business or educational organisation. It is a form of business which provides specific service. They often work on behalf of others like outsourcing agencies. Inhouse agency means any agency that provides services but no alternative programs. Outhouse agency allows certain authorities witbin their limits. And they are any local state or federal regulatory agency responsible for administration purposes.
