We will use cluster sampling in places where data about the population as a whole isn't available but we can obtain data in clusters. For e.g. suppose if I want to calculate the state taxes that are paid in the USA. I will not have the data as a whole but I will get data from each state which serve as our clusters and then would combine the data to calculate the overall level of state taxes in USA. Cluster sampling is useful when the clusters are very heterogenous.
