Tradeoffs are necessary for policy makers to implement decisions in the country. They pursue one agenda over the other in order to address the nation's most important agenda's. For example in a developing country the most pressing issues can be basic housing, unemployment and the nation may choose to implement policies regarding those rather than foucs on cyber security issues. The concept of opportunity cost is applicable to tradeoffs as well since all policies cannot be implemented at the same time.
