Power of Eminent Domain refers to a power available to the Government to take private land for useful public purposes like expansion of roads and other utilities. However, the Governemnt must provide a fair compensation to the property owner. The property value/compensation has to be agreed between the Govt and the property owner and incase the value cannot be agreed upon from both sides, then the valuation matter will proceed for condemnation proceedings.

Hence all other options are valid requirements, except option B, i.e, formal hearing by Court is not required.
