Yes cultural risks impact synergy. In case of merger of 2 companies of different countries or employees from different cultures
the combined effort might be less due to cultural clash.
They do things differently and for the too companies to work in cohesion investment by  the company has to be done.
There might be risk of layoffs and it is arduous task to identify whom to retain and whom to fire.
