Three main parts of government are :-

1) Executive :- They are responsible for execution and management of day to day work of government . According to the power seperation agreed executives are not suposed tk make laws ( falls under legislature) and neither to interpret them ( falls under judiciary) . Thus it can't present budget but it can help in implementing it's ins and outs.

2) legislation :- They are the choosen one whose main work is to make laws and regulation for the welfare of people . Budget making is a type of synopsis of work that will be carried by the government in upcoming time ( budget executive time ) . Thus legislature ( choosen one) makes and present budget.

3) judiciary :- They work in coherence and act as a regulating body for interpretation of laws and acts made by the legislation . They help the society and individual in preserving laws and balance in society.
