Number assigned is an index (The numbers have no arithmetic properties and act only as labels) and it has nothing to do with question asked and to the number of responses to the question. The change the value of number assigned will change the weight of the response , this will change the entire statistical properties of the data.

More Valid way of representing the data is by assigning weights to the number of responses:

(Response / Total number of responses).
