Alan Greenspan is an economist and not a forecaster of future US bond market cycles. He was the chairman of the US Federal reserve from 1987 to 2006. As a chairman based on the US jobs data and inflation, he would be at the helm of either increasing or decreasing in the interest rates which would mark the bond market cycles. He was not a forecaster, but relied on data to move the interest rates and shape yield curve in the US as a part of his job of the Federal Reserve.
