The term double insulated means that both the wire and the motor housing are insulated. The live wire is insukated by the first layer usually of plastic and the wire is then isolated by a casing which is made of plastic or rubber. This is done to sure that even if there is a fault with the appliance the live wire cannot touch the outer casing due to protective second layer of insulation. Hence option b is correct. Because the wire itself does not carry two layers of insulation. Wire carries only one layer of insulation. The second layer of insulation is done in the housing of the appliance so that it does not become live due to some fault inside.
