Why is the PV acting the way it does (moving up and down slightly (as the controller is in MANUAL)?

Answer:-

PV array or Photovoltaic arrays(Solar panels) are moving up and down according to sun. Because when the sun light rays are perpendicular to PV array then maximum energy(power) generated in Solar panels. The sun also moves up and down throughout the year.

Solar Azimuth: This is compass angle of the sun as it moves through the sky from EAST to WEST over in a course of a day.

Solar Zenith: This is the angle of the sun looking up from ground level or origin.

Solar panels orientation is based on Azimuth setting. Most of the energy comes from sun arrives in straight line. So, using controllers PV arrays are moves up and down according to Sun light.

Why does basicity increase up a column while nucleophilicty decreases down a column? Electron density increases up a column, so shouldn't basicity decrease since the species is less prone to donate electrons? I can see why this makes sense for a Bronston-Lowry definition since greater electronegativity means that the base will attract the H+ more rapidly.

A fisherman notices that his boat is moving up and down periodically due to waves on the water. It takes a time of t = 2.8 s for the boat to travel from its highest point to its lowest, a total distance of d = 0.68m. The fisherman sees that the wave crests are spaced a horizontal distance of L = 6.10m apart. What is the velocity of the wave?
